there are a lot of good fits available simply by typing "level 4 mission raven" in the search box of Google.com. i'm fairly certain that you can look through the fits and you will learn how to increase your output.
However...... with only 4.5m skill points you will find yourself establishing goals. First and foremost will probably be to get Ballistic Control Systems trained to tech 2 unless you'd rather get the Caldari Ballistic Systems instead. Both items will require the weapons upgrades skill.
You can try and download Evemon which is a 3rd party tool that will show you a vast database of items and ships available to you in the game. In evemon, when you look at the ships you will notice on the bottom right of the application window that says "required skills" and above that you will also notice "Recommended certificates." The Recommended Certificates will enable you to further increase the usability of the Raven.
All above stated, You will also notice that the standard Raven has 6 high slots available for launchers. The Raven Navy Issue will have 7 Launcher slots available to you for increased damage. All in All the navy raven is a great cruise missile boat. Which is a good goal to shoot for yourself.
Lastly, but not least, you really shouldn't have 2 shield boosters on your fit, over-over tanking will lower your damage output to an extreme amount. You will find it necessary to micromanage your modules for certain tasks.
Please do message me ingame if you have further questions, I've flown the CNR (navy raven) for a good while and will help you out the best I can. Nothing quite like learning how to pop cruisers with just 1 or 2 volleys of Cruise missiles. =) |

Well, for level 4 missions it's always going to be faster to use a battleship given the weapons they allow for. Certainly a Drake or a Tengu will make it a lot more interesting to do. I'm not entirely sure a tech 3 BC (Naga) will provide as an alternative as the Naga doesn't have Missile bonus'.
You could just mission in a CNR as you progress towards the tengu. However, I personally, wouldn't put a lot of faith in the efficiency of a Tengu for level 4 missions. In my mind, the CNR will provide a lot of flexibility while the Tengu requires a bit more "paying attention" to.
